History
History
Coopération Humanitaire Luxembourg (CHL) is a non-profit association founded in 1996 by François Prum with a group of friends still faithful to the association, who do voluntary work. This association became an NGO as of 1997 with the approval of the Luxemburg Ministry of Cooperation. The first actions of CHL were direct aid to precarious rural populations in North-Western Romania, enforcing children’s education.
When Romania joined EE, CL chose to redirect their actions in Asia, notably in Nepal and the Philippines, dwelling on education and young girls’ continuous development in terms of prevention and rehabilitation of aggressions and sexual abuse victims.
This is how CHL met with Laurence Ligier, founder of CAMELEON ASSOCIATION, while fighting for prevention of abuse and discriminations against young girls.
Since 2010, CHL works closely with CAMELEON to overcome this scourge.
Activities
Whether in the Philippines of in Nepal CHL’s activities all belong to sustainable development and long-term commitment towards young beneficiaries.CHL is convinced that only optimal and substantial education will allow for reintegration of young girls into the society while providing an independent future.
Coopération Humanitaire Luxembourg (CHL) and CAMELEON have been partners for more than 10 years and have undertaken long-term work together throughout this time. Thanks to their combined efforts, CAMELEON, which had only one Center in the Philippines at the beginning, now has three on the islands of Panay and Negros. This is an incredible journey in just one decade.
Today, CAMELEON not only helps young girls who are victims of sexual violence to rebuild their lives, but also carries out preventive actions around the rights of the Child, accompanies them, and supports them during the legal process.
CAMELEON responds to their needs with adapted programs that help these young girls to return to a normal life. At the same time, CAMELEON carries out actions to raise awareness among the general public and plead their case with the authorities in order to obtain legislative progress for the protection of minors. However, the challenges remain and the fight continues.
CAMELEON, which has acquired real expertise over all these years, is a key player in the fight against sexual exploitation and violence. CHL will continue to engage with CAMELEON to change mentalities, reduce cases of sexual violence and thus better protect young girls who are the majority victims in the Philippines.

A key-partner
In 2009, Coopération Humanitaire Luxembourg set a partnership with CAMELEON; a first 3-year co-financing project ensued and was submitted to the Ministry of Cooperation (Ministry of Foreign Affairs) for Cameleon Philippines activities.
New co-financing agreements were signed thereafter between CHL and MFA for 5 years then 3 more years. With help and the valuable support of CHL Luxembourg Foreign Affairs Ministry renewed the subsidies granted in 2020 for three years.
Since 2010 CHL is a key-partner to CAMELEON.
Both organizations send volunteers, professionals and partners (companies, agencies etc.) to help implement various projects in the Philippines.
CAMELEON France and CHL ensure the programs implementation and efficacy through constant contact and regular follow-up in the Philippines with successive cooperators (Ivana Tošić from 2009 through 2013, Sabine Claudio from September 2013 through June 2018 and Heide Foulc since July 2018).
François Prum goes onsite missions every two years and works in close collaboration with Laurence Ligier, Founder and Director of CAMELEON France.
Supported projects
Coopération Humanitaire Luxembourg (CHL), CAMELEON France and CAMELEON Philippines work together to carry out the Rehabilitation program welcoming young girls victims of sexual abuse in 3 foster homes in the Philippines (2 in Passi and 1 in Negros) to protect them and allow for their own personal reconstruction.
CHL CAN also rely on the support of Luxembourg privileged partners, namely NIF Foundation who since 2016 are significantly committed at their side.
PROTECTION, CARE AND REINTEGRATION
PROGRAMS’ SUSTAINABILITY
FLOOD EMERGENCY AID
Following the opening of a third foster home in 2019 for young girls victims of sexual abuse in Silay community the project allows to pursue the Protection and Healing program for young girls victims of sexual abuse. This project, largely co-financed by Luxembourg Ministry of Foreign Affairs and NIF Foundation allowed to increase the welcoming capacity to 40 while keeping on developing the other indispensable programs. CAMELEON intend to maintain awareness raising and prevention against sexual abuse suffered by children as well as developing their Education and Development program in the Occidental Negros province.
Ensure the continuity of the Rehabilitation program for young girls suffering sexual abuse (for 50 young girls in foster homes in the Protection and Healing program and 60 young girls in the Reintegration and Self-support program) and improve it through the best existing practice to be able to duplicate it in the long term in other regions of the Philippines and worldwide. CAMELEON also wishes to extend the number of communities, partners and local or national institutions aware and/or actively involved in the fight against sexual abuse against underaged as well as promote the Children’s Rights to eradicate sexual abuse on children in the Philippines.
Early 2021, pouring rains leading to heavy floods stroke the Philippines, especially on Negros Island where CAMELEON’s latest foster home stands. This new natural disaster brought heavy damage on the communities and CAMELEON’s teams, taking away the ban kalong the foster home and building materials, the floods seriously damaged the administrative buildings as well as electric appliances. The financial support of NIF Foundation allowed to co-finance the building of a provisional wall to ensure safety of the young beneficiaries and the personnel, the consolidation of the banks and the reconstruction of the surrounding wall of our foster home.
